eap: do not reset the connection on updating decorated anonymous identity
While updating decorated anonymous to the supplicant, it is not a
credential change, it should not reset current connection.
If current supplicant pseudonym is part of new pseudonym,
it is a decoration update, not need to reset the connection.

connect to an EAP-SIM network.
