Update Nss and bandwidth in wpa_supplicant hidl. Pass max_nss_rx, max_nss_tx and channel_bandwidth capabilities of the current network from wpa_supplicant to framework through hidl. Bug: 147390882 Test: VTS test Test: manual test with various APs. Change-Id: I319d40d7b3e611adec76ab5e13d44c4eba5201d3
