patch 8.1.1377: MS-Windows GUI uses wrong shell command for bash

Problem:    MS-Windows GUI uses wrong shell command for bash. (Robert Bogomip)
Solution:   Check that 'shellcmdflag' is "/c". (Ken Takata, closes #4418)
