patch 8.1.0997: using GUI colors in vim.exe when 'termguicolors' is off

Problem:    Using GUI colors in vim.exe when 'termguicolors' is off.
Solution:   Add condition for 'termguicolors' set. (Ken Takata, closes #4078)
