patch 8.0.0994: MS-Windows: cursor in terminal blinks undesirably

Problem:    MS-Windows: cursor in terminal blinks even though the blinking
            cursor was disabled on the system.
Solution:   Use GetCaretBlinkTime(). (Ken Takata)
