patch 8.0.0173: build fails with EBCDIC defined

Problem:    When compiling with EBCDIC defined the build fails. (Yaroslav
            Kuzmin)
Solution:   Move sortFunctions() to the right file.  Avoid warning for
            redefining __SUSV3.
