patch 9.0.1774: no support for custom cmdline completion

Problem:  no support for custom cmdline completion
Solution: Add new vimscript functions

Add the following two functions:
- getcmdcompltype() returns custom and customlist functions

- getcompletion() supports both custom and customlist
