patch 8.2.0356: MS-Windows: feedkeys() with VIMDLL cannot handle CSI

Problem:    MS-Windows: feedkeys() with VIMDLL cannot handle CSI correctly.
Solution:   Modify mch_inchar() to encode CSI bytes. (Ozaki Kiichi, Ken
            Takata, closes #5726)
