patch 8.2.4560: suspending with CTRL-Z does not work on DragonFlyBSD

Problem:    Suspending with CTRL-Z does not work on DragonFlyBSD.
Solution:   Adjust #ifdef. (Ozaki Kiichi, closes #9943)
