patch 9.1.1182: No cmdline completion for 'completefuzzycollect'

Problem:  No cmdline completion for the 'completefuzzycollect' option
          (after v9.1.1178)
Solution: Add cmdline completion for the 'completefuzzycollect' option,
          improve its description in optwin.vim (zeertzjq).
