patch 8.0.1473: MS-Windows: D&D fails between 32 and 64 bit apps

Problem:    MS-Windows: D&D fails between 32 and 64 bit apps.
Solution:   Add the /HIGHENTROPYVA:NO linker option. (Ken Takata, closes #2504)
