patch 8.0.1028: MS-Windows: viminfo uses $VIM/_viminfo if $HOME not set

Problem:    MS-Windows: viminfo uses $VIM/_viminfo if $HOME not set. (Yongwei

Solution:   Use vim_getenv() but check it's returning the default "C:/".
