patch 8.2.4711: when 'insermode' is set :edit from <Cmd> mapping misbehaves

Problem: When 'insermode' is set :edit from <Cmd> mapping misbehaves.
Solution: Don't set "need_start_insertmode" when already in Insert mode.
            (closes #10116)
