patch 9.0.0671: negative topline using CTRL-Y with 'smoothscroll' and 'diff'

Problem:    Negative topline using CTRL-Y with 'smoothscroll' and 'diff'.

Solution:   Only use 'smoothscroll' when 'wrap' is set.
