CI: enable apt upgrade on github runners again to fix i386 build

This reverts commit 7f630e6f358275d0bce9fea2665a2763edbf6a0e which
reverted 7349c5160ab63d0737050a6b4da3e407ab0cfeb0

Let's see how many more iterations of reverting a commit we can
achieve...
