patch 8.2.0490: Win32: VTP doesn't respect 'restorescreen'

Problem:    Win32: VTP doesn't respect 'restorescreen'.
Solution:   Use escape codes to switch to alternate screen. (Nobuhiro
            Takasaki, closes #5872)
