patch 8.0.1001: setting 'encoding' makes 'printheader' invalid

Problem:    Setting 'encoding' makes 'printheader' invalid.
Solution:   Do not translate the default value of 'printheader'. (Yasuhiro
            Matsumoto, closes #2026)
