patch 8.0.1100: stuck in redraw loop when 'lazyredraw' is set

Problem:    Stuck in redraw loop when 'lazyredraw' is set.
Solution:   Don't loop on update_screen() when not redrawing. (Yasuhiro
            Matsumoto, closes #2082)
