Add POWER_EFFICIENCY uclamp max to adpf config Add the "UclampMax_Efficient" value to the ADPF config in the powerhint.json in order to allow efficient core scheduling for this device. Bug: 277285195 Test: manual Change-Id: I3435eb6fce99afe732623dec813311a19623fde6
