Modify GCA_CAMERA_SHOT power hints for better performance. CAMERA_STREAMING has the setting "TAPreferHighCap=1". GCA_CAMERA_SHOT should set "TAPreferHighCap=1" as well in case user leaves the viewfinder. We could get better performance with "HighCapacityStartCpu=6".
