EGL: Reduce multifile blobcache limit to 32MB Loading the larger limit is taking too long in the field for apps that are filling the cache. Test: Ran app until it exceeded cache, watched it reset to 50% Bug: 290249239 Change-Id: Ib4ec351fd5f2d59d161578440e8c0d36f8b68a6f
