Create radio_ext aidl service declaration Note: This is copy of the reverted commit cbc4b64bd1bff8211ef43f8d32856bb342dafa52 (ag/24799507) plus the fix to the problem that caused the revert which is to mark the radio_ext service as optional in the compatibility matrix.
