[rust/coverage] Use new flag for coverage instrumentation
> warning: `-Z instrument-coverage` is deprecated; use `-C
instrument-coverage`
Test: above warning is absent when running:
$ m CLANG_COVERAGE=true NATIVE_COVERAGE_PATHS=* rust
