Add RuleBuilder helper functions for built and prebuilt tools

Replace the common pattern of:
cmd.Tool(ctx.Config().HostToolPath(ctx, "tool"))
with:
cmd.BuiltTool("tool")

And similarly for PrebuiltBuildTool.
