Merge changes from topics "is_board_platform", "soong_config_namespace"

* changes:
  Convert is-board-platform2/is-board-platform-in-list2/is-vendor-board-qcom macros.
  Fix how the rule is displayed in the error message.
  Implement include path annotation.
  Better Soong config namespace support.
