Remove RELEASE_USE_TRANSITIVE_JARS_IN_CLASSPATH

RELEASE_USE_TRANSITIVE_JARS_IN_CLASSPATH is set to true in all
release configs in main, Soong can stop checking the value.

This implicitly enables the flag for all of the tests in Soong,
which requires updating paths in many of them.
