Add a variable that indicates build-time debugfs restrictions

This patch adds a variable to indicate to check if the target has the
flag PRODUCT_SET_DEBUGFS_RESTRICTIONS enabled.

Test: make with/without PRODUCT_SET_DEBUGFS_RESTRICTIONS set
