LLNDK version maps to NDK version

Instead of annotation duplicate LLNDK versions, use a corresponding
NDK version to find LLNDK symbols.
To generate LLNDK stubs, ndkstubgen sets `--llndk` argument with the
corresponding SDK version to its `--api` argument.
