Merge changes from topic "zipsync" into pi-dev
* changes:
Remove framework_res_package_export_deps
Replace extract_srcjars.sh with zipsync
Allow compiles with only srcjars
Allow aapt2 rules to take zipped resource files
Add LOCAL_SRCJARS support
Remove unused .fs file suppport
Remove unused file lists
Remove sharding support from make
Move aapt flags from java_common.mk to aapt_flags.mk
Remove missed PRODUCT_AAPT_FLAGS
