Remove trailing / for HOST_TOOLCHAIN_FOR_CLANG
The darwin version doesn't have a trailing slash. The common case is to
append a path to it:
$(HOST_TOOLCHAIN_FOR_CLANG)/lib/...
Which means we end up with two slashes.
