Build cache.img on demand
Bug: 5153694
To build cache.img, set BOARD_CACHEIMAGE_FILE_SYSTEM_TYPE (required,
ext4 only for now), BOARD_CACHEIMAGE_PARTITION_SIZE (optional) in
BoardConfig.mk.
