Add soong_cc_prebuilt.mk
Add soong_cc_prebuilt.mk for Soong modules to use so they can avoid
going through all of prebuilt_internal.mk, dynamic_binary.mk and
binary.mk. Also moves stripping support into Soong.
Relands I8b37dda2b449b6b5d48d5b983f43de452f494a1e with fixes for
builds with GENERATE_BREAKPAD_SYMBOLS=true
