gralloc: add libgralloctypes.so to VNDK-SP
Add libgralloctypes to the VNDK-SP. This library contains functions
that encode and decode buffer metadata. The library will be used by
by vendors and the framework.

Test: Compiles. Gralloc is tested through VTS.
